The Lagos State Government will showcase an estimated $25 billion to $50 billion climate investment opportunity spanning more than 300 potential projects at the 31st United Nations Climate Change Conference (COP31) in Antalya, Türkiye, from November 9 to 13, 2026.

The State aims to attract investment and strategic partnerships to advance climate action, strengthen resilience and accelerate sustainable economic growth.

Led by the Office of Climate Change and Circular Economy (OCCE), the programme will bring together the priorities of the Ministry of the Environment and Water Resources, Ministry of Transportation, Ministry of Agriculture and Food Systems, Ministry of Energy and Mineral Resources, Ministry of Works and Infrastructure, and Ministry of Waterfront Infrastructure Development, alongside other relevant government institutions.

A key highlight will be the Lagos Climate Investment Day & Cocktail Reception on November 13, bringing together government representatives, investors, financial institutions and development partners to explore financing opportunities and advance potential projects.

The State’s participation will highlight opportunities across energy, solarisation, transportation, climate-resilient infrastructure, water resources, waste management, agriculture and green enterprise, reflecting the cross-sectoral nature of Lagos’s climate investment agenda.

Lagos State’s investment proposition is anchored in its State-Determined Contributions (SDC) Framework, which connects five platforms: clean energy and clean cooking; blue economy, water and climate resilience; circular economy and industrial decarbonisation; climate-smart infrastructure and urban transition; and climate innovation, food systems and green enterprise. Together, these platforms align ministries’ priorities with investment opportunities in renewable energy, flood mitigation, solarisation, electricity infrastructure, sustainable transportation, waste management, resilient infrastructure, agriculture and green businesses.

Governor Babajide Sanwo-Olu said: “Lagos is demonstrating that climate action can be a powerful driver of economic transformation. Our priority is to translate our climate ambitions into investment opportunities that strengthen infrastructure, expand access to clean energy, improve transportation, create jobs and improve livelihoods. At COP31, we will engage investors, financial institutions and development partners to help turn our climate investment pipeline into tangible projects and lasting economic value for Lagos and Nigeria.”

Lagos’s climate finance initiatives include its Climate Finance Preparedness Clinic, which brought together more than 140 financial institutions, and the Climate Defence and Catalytic Fund, launched in July 2026 to help mobilise and de-risk investment in climate-resilient, low-carbon infrastructure. The Fund aims to mobilise up to $3 billion annually. The State has also begun distributing clean cookstoves in Makoko as an initial step towards its ambition of eight million units.

Organisations participating in the Lagos delegation and programme include Sterling Bank, Keystone Bank and Stanbic IBTC Bank, alongside Sun King, RF Garden and House of Tempos. The banking partners will contribute perspectives on sustainable finance and financing structures for bankable climate-resilient infrastructure and green projects. Sun King will bring its experience in solar energy access, while the wider private-sector participation will support discussions on enterprise development and investment partnerships.

Titilayo Oshodi, Special Adviser to the Governor on Climate Change and Circular Economy, said: “Climate action cuts across every part of Lagos’s development agenda. Through the SDC Framework, OCCE is connecting the priorities of our ministries and agencies within a common investment architecture. COP31 provides an opportunity to present this collective ambition to investors and strategic partners and advance discussions on financing and implementing projects across energy, transportation, infrastructure, agriculture and other critical sectors that will benefit Lagos.”

The State’s COP31 engagement builds on its participation at London Climate Action Week in June and the unveiling of its climate investment framework during engagements around the United Nations General Assembly and Climate Week NYC in September. Through these efforts, Lagos aims to advance its ambition to become Africa’s first Climate Investment Jurisdiction, positioning climate finance as a catalyst for infrastructure development, clean energy adoption, economic competitiveness, job creation and resilience.
