The federal government has turned to five licensed digital financial service providers to distribute its N50,000 emergency cash assistance to vulnerable households, seeking to reduce payment leakages, eliminate intermediaries and improve the delivery of social protection funds.
The October 2026 disbursement under the National Emergency Relief and Stabilisation Intervention (NERSI) is being channelled exclusively through ALAT by Wema Bank, MoMo Payment Service Bank, NairaGram, OPay and Moniepoint, placing regulated digital finance platforms at the centre of the government’s latest poverty relief effort.
The approach represents a shift towards technology-driven welfare delivery, where beneficiaries are identified centrally and payments are made directly into digital wallets linked to their registered phone numbers and National Identification Numbers (NIN).
Unlike traditional cash distribution arrangements that can involve multiple layers of intermediaries, the NERSI model requires selected households to receive notifications directly from approved providers and give consent before the funds are transferred.
The government says the process is free, with beneficiaries receiving the full N50,000 without programme deductions. Recipients can subsequently withdraw the money through point-of-sale agents and banking channels, transfer it or spend it directly from their wallets.
Bernard Doro, minister of Humanitarian Affairs and Poverty Reduction, announced the commencement of the intervention on October 30, describing it as a shock-responsive cash transfer programme designed to provide immediate assistance to households facing rising living costs.
The choice of five providers also highlights the growing role of Nigeria’s digital financial services industry in delivering government-backed financial interventions.
The participating institutions cover different segments of the market, including commercial banking, microfinance banking, payment service banking and mobile wallets. Their involvement gives the government access to existing digital payment infrastructure without having to build a separate distribution network for the intervention.
For the providers, the programme offers an opportunity to extend their reach among financially underserved households and introduce more beneficiaries to digital transactions. However, the scale of the commercial opportunity will depend on the number of recipients, transaction volumes and the terms governing their participation, details of which have not been disclosed.
Beneficiaries are selected through the National Social Register, combined with verified national identity records. There is no public application process, and the government says no individual or agent is authorised to collect fees or facilitate registration.
Eligible households receive SMS notifications from one of the five approved providers. After confirming their consent, their wallets are activated or credited with the relief payment.
The ministry has warned Nigerians against individuals demanding money to secure access to the programme or sending fraudulent links claiming to accelerate payments. Beneficiaries are also advised not to disclose their personal identification details, banking information, PINs or one-time passwords.

As Nigeria continues to expand digital financial services, the NERSI programme illustrates how private payment infrastructure is increasingly being used to execute public policy.
But the effectiveness of the model will ultimately depend not simply on the speed of digital transfers, but on whether the right households receive the money, whether payments arrive without deductions and whether the system provides an effective mechanism for resolving failed or disputed transactions.
The ministry has provided a helpline, 0700-022-2222, for beneficiaries seeking verification and assistance. It says the intervention will be reviewed periodically in response to changes in the cost of living, with affected households notified of any adjustments.
